Nestled upon the eastern shore of the Straits of Warlderia, at the foot of the Omunitan Hills, the small harbour town of Illium has long served as one of the principal crossing points between eastern and western Warlderia. Though home to little more than two thousand souls, its excellent natural harbour and commanding position overlooking the straits have given it an importance far beyond its modest size. Unlike the magnificent ports of the great kingdoms, Illium possesses neither towering sea walls nor sprawling dockyards. Instead it is a prosperous market town whose livelihood depends upon fishing, coastal trade, ferry traffic and the steady stream of merchants, pilgrims and travellers who cross the Straits of Warlderia throughout the year.
Illium has never belonged permanently to any kingdom. Throughout its long history it has carefully maintained its independence, prospering by remaining open to all who come in peace. While larger powers have occasionally attempted to dominate the harbour, none have succeeded for long. The town's merchants have learned that neutrality is often more profitable than allegiance.
Government
Illium is governed jointly by a Town Council elected from the leading citizens and a permanent Hanser Merchant House, whose representatives oversee much of the harbour's commercial activity. The Hanser maintain one of their most important trading houses within the town, controlling many of the warehouses, counting houses and merchant vessels that cross the straits. Their wealth and influence ensure that Illium remains one of the safest and most reliable ports for trade anywhere along the eastern coast.
Balancing this commercial influence is the quiet but unmistakable presence of Radiant Melthurien. Although the Elven city claims no authority over Illium, or Ilion as they call it, it has long regarded the harbour as vital to the security of the southern approaches. Elven advisers, engineers, magistrates and merchants are frequent visitors, while the elegant lighthouse, stone quays and much of the town's impressive civic architecture were financed through generous "gifts" from Radiant Melthurien over many generations.
The arrangement suits everyone. The Hanser guarantee prosperity, Radiant Melthurien guarantees stability, and Illium retains the independence its people value above all else.
The People
Humans form the majority of Illium's population, but Half-Elves are unusually numerous and occupy many positions of responsibility within the harbour administration, customs service and merchant houses. Elves from Radiant Melthurien are common visitors, while Hanser traders can be found throughout the town negotiating contracts, arranging cargoes and financing voyages across the straits.
The result is a community unlike any other in the region. Human practicality, Hanser commercial enterprise and Elven refinement have blended together to create a town renowned for its honesty, hospitality and tolerance. It is not uncommon to hear three or four languages spoken within the marketplace, while waterfront taverns host merchants from every corner of Warlderia.
The Harbour
The harbour itself is Illium's lifeblood. Weathered stone quays curve around a sheltered bay filled with fishing boats, ferries and coastal merchantmen. Warehouses bearing the crests of Hanser trading families stand beside modest chandlers, sailmakers and shipwrights, while the town's graceful lighthouse watches over the entrance to the harbour both day and night.
Ferries depart almost continuously whenever weather permits, making Illium the preferred crossing point for merchants travelling between eastern and western Warlderia. Few journeys through the Straits begin without passing through its welcoming harbour.
There is an old saying among Hanser captains: "Radiant Melthurien guards the Straits, but Illium opens the gate."
Authority Figures:
Harbour Master Edric Thornwell
The elected head of the Town Council and the recognised civil ruler of Illium. Edric is a practical, fair-minded administrator who has spent his life upon the docks. He works tirelessly to preserve Illium's independence, often balancing the competing interests of Hanser merchants, Elven diplomats and local fishermen. His greatest fear is that one of the neighbouring powers will one day decide the town is too valuable to remain free.
Mistress Lysanthir Silversail
Speaker for the Town Council and one of Illium's most respected merchants. Lysanthir's family has traded with Radiant Melthurien for generations, and her diplomatic skill has prevented more than one commercial dispute from becoming an international incident. She is immensely popular amongst the townsfolk and quietly regarded as the conscience of the council.
Captain Caelion Starwatch
Commander of the Harbour Watch. Originally an officer from Radiant Melthurien, Caelion retired from the Senate Guard before accepting command of Illium's modest garrison. Calm, disciplined and almost impossible to provoke, he has transformed the Harbour Watch into one of the best-trained small militias on the Straits.
Lady Faelwen Amastacia
Official Envoy of Radiant Melthurien. Although possessing no formal authority within Illium, Lady Faelwen represents the interests of the Elven city-state. Elegant, courteous and exceptionally perceptive, she quietly ensures that relations between Illium and Radiant Melthurien remain warm. It is widely believed that she reports directly to Senator Gilrin Uirebeth, though she neither confirms nor denies the rumour.
Master Hendrik van Kessel
Senior Hanser Factor and representative of the Hanser Merchant League. Every major commercial agreement passing through Illium eventually reaches Hendrik's counting house. Though immensely wealthy, he is known for honouring his word and has become a trusted adviser to the council. He firmly believes that prosperous neighbours make the best trading partners.
